You will never get 100% evidence of anything involving a state, especially Russia, but Putin was given 48 hours to explain how a nerve agent that only Russia have access to was used to assassinate a Russian individual on the streets of the UK, also injuring his daughter, a policeman and potentially anyone else who came into contact with it. Russia did not comply and left no room for the UK Government to take steps to punish Putin.
