BRUSSELS (AFX) - The European Commission has proposed new management and
finance systems aimed at improving the efficiency of trans-European transport
networks.
The commission said its proposals seek to overcome the present limitations
on public financing and to promote the greater involvement of public private
partnerships.
In a related move, the commission also proposed the creation of a single
European electronic road toll.

LONDON (AFX) - John Laing PLC said its Orkdalsvegen consortium formed with
Skanska BOT has reached financial close on Norway's first public private
partnership road project, after being named preferred bidders in January.
The 140 mln stg project is for the E39 between Klett and Bardshaug, near
Trondheim, which is the main arterial road for the western part of Norway. The
scheme involves a new grade separated route of over 27 kilometers, including 10
km of tunnels together with the operation of the road for a period of 25 years.
Laing's Laing Roads division and Skanska have also pre-qualified to bid for
the second Norwegian PPP road project.
Skanska said its share of the the construction contract is worth more than
1.6 bln skr, and is included in the order bookings for the first quarter of 2003
