Why is an 'ID' required.. ?

So an 'Account' can be setup .. which Government 'Borrow's against...
and then passes 'The Bill'.. (through Parliament & the Court systems of course)
.. 'Legally compelling you to pay.. (plus interest + 'fee's)

I've recently found what i believe to be a medieval wax seal.

It appears to show a seated Dragon figure, facing to the right, with some sort of three pronged item in its 'hand' & some faint writing in the body of the dragon.
Writing around the outside

This is the wax imprint it produces:



Does anyone have any ideas as to who may have been the owner of such a thing / where I might start some research?
