If those tipsters mention a stock, its no different to folk mentioning a stock on these boards, except they have a greater platform. Its the failure of smallcap investors/traders to do their own research and come to their own conclusions. No one forces anyone else to buy/sell, thus each individual needs to take responsibility for their own portfolio/capital. Even WTI will race away if US sanctions against Iranian oil exports transactions are effective and cause a global supply-side crunch. I think sanctions begin Nov 4th or thereabouts.
