Peter Webb knows a bargain when he sees one and he is quite patient to wait years sometimes for companies to come good.PHSC should be able to make inroads in this market as you say a baby by comparision but watch this baby grow if working capital allows.Anyhow now 57 to buy i think i've missed a chance to top up.

Just re looking at their Prospectus back in July 2005 under competition they site rocketing RPS group.

"RPS Group plc, which mainly competes within the environmental sector, and WS Atkins plc, both of which are listed on the Official List, also offer many of the services offered by the Group".

I know we are baby by their standards,both in size and reach however this what RPS stated in their interims:

"The UK market in health & safety consultancy
has generally remained strong, driven by increasing
awareness of the importance of managing these
matters more carefully. The asbestos market has, as
predicted, slowed, but we anticipate that new fire
safety regulations will provide attractive opportunities.
In 2005 we extended our range of services with the
acquisition of Business Healthcare Ltd, which provides
occupational health services. As anticipated this is
proving to be a growth market.

and ths taken from the RPS posting board dated 26.May.07:

"It has been a busy week for RPS, the environmental consultancy. Government white papers on planning and energy had repercussions for all its clients, once again demonstrating just how relevant green issues are to business nowadays. Almost all new construction now needs an environmental audit, with everything from noise to ground preparation costed and analysed".

As you say we will see, any news on results dates i see they were 3rd July last year so only a matter of weeks now. At the minute i'm quietly optimistic but won't buy any more till then.Cheers for the research Walker.

Further to post 72, the other consequence of the HSE cutbacks which may well work to the advantage of PHSE it appears that the HSE seems to be pushing the onus of Health and Saftey issues more towards the Local Authority.

Extracts taken from H&S commission buisness plan 2007-2008.

Key deliverables-continuing to develop a closer partnership between HSE and LAs to facilitate the delivery of the targets.

Enabling delivery of health and safety outcomes-HSE has made significant progress in setting up partnership arrangements with LAs,which are now being embedded into the business streams.

Taken from PHSC prospectus:

Much of RSA's income is secured under contracts with local authorities for the
provision of Environmental Health Officers.

The client base of ALS includes a number of blue chip organisations,
institutions and local authorities. ALS is accredited by the United Kingdom
Accreditation Service for asbestos surveying and analysis, and has a supervisory licence for work with asbestos from the Health and Safety Executive.

PHSCL has an established portfolio of ongoing contracts through which it provides advisory services and training to corporate and public sector clients.

A lot of their work is derived from LA and this could grow due to the above.

We will see.

Maybe this is what is bothering the market re PHSE, which is a little alarming considering the consequences:

"Provisional figures show fatalities are heading for a five year high, with construction deaths up by 32 per cent on last year,"



However if it as bad as they say, and it does not change, it might also push employes more towards self regulation and to take it onboard due to the higher insurance affordability and effects.

"We are concerned cuts will only lead to a rise in the number of workplace fatalities, major accidents and occupational ill health,"

It might also present opportunity as with all these cuts they will find that there will be dire consequences, as the work load does not really change and as with the NHS and nurses etc they end up paying for outside help, step in the private sector consultants. We will see.

This might be born out by their interim prospect statement which stated:

Prospects
It is traditionally the case that demand for the Group's services is higher in the second half of the year. This trend is set to continue with order books already full until the end of December. There is no reason to doubt that this will flow through into significant improvements in profitability levels in the second half of the year.

Yes i recently had the old roof containing low risk asbestos removed from our factory at quite a cost,the workmen got lazy as it was friday afternoon and only wrapped it in plastic without putting it inside a locked container but when the lady from the health and safety came to inspect later in the day she nearly exploded.We had to ring the companies boss at home and he was forced to bring an extra squad to safely set it inside the container.They certainly take it very seriously.

Could be good for ALS ltd:

"The Health and Safety Executive (HSE) has warned companies to take extra care when demolishing buildings containing asbestos cement sheets".



"Asbestos should not be treated lightly as it causes 3,500 deaths in Britain each year, with annual numbers predicted to go on rising into the next decade".

As quickly as they can fill the jobs they advertise,more become available at RSA enviromental a couple of days ago there were two posts available in the London area,today there are 10 everything from food inspection to waste collection,contaminated land,noise and nuisance investigations.

A few extracts taken from a paper entitled "Emerging markets in the enviromental sector 2006" prepared for the DTI and Defra:

"The environmental consultancy sector has also seen double digit growth rates since 2000, with significant overseas activity by the bigger players. With the enforcement of stricter regulation in the developed and developing
economies,the UK sector is well placed for further growth at home and abroad".

Re Contaminated Land Remediation (CLR)
"The industry is currently expanding, driven primarily by brownfield redevelopment for housing. This in turn is driven by the government policy of ensuring 60% of new housing is built on brownfield land by 2008, and corresponding restrictions on development within greenbelts. As the percentage of new homes built on brownfield land has actually been closer to 70%.
The large new housing, commercial and leisure developments in the South East, including Thames Gateway and the 2012 London Olympics will help keep the market strong".

Re Enviromental Consulting Services (ECS)
"The market for ECS is estimated at £1.23bn for 2005, growing to £1.57bn in 2010 and on to £2bn by 2015. These figures are significantly higher than those in the JEMU report as shown in the chart below. It is likely that this is because more accurate market analysis has since been undertaken and also because the sector has exhibited faster growth than forecast".

Nice find Walker this could be a gem of a company,I have read recently the amount of Cruise holidays from the U.K. has doubled in a decade and is steadily increasing so lots of boats to be inspected.Wondering just how much competition there would be in this sector.

It is the fastest-growing segment of the travel industry.

Cruise lines have invested billions to build 68 new ships to the marketplace between 2000 and the end of 2005, with 14 more ships planned through 2007.

Ships are inspected twice a year to ensure that they meet the sanitation criteria established by VSP. To pass inspection, a ship must receive a score of 86 or above. This inspection focuses on the water supply, spas and pools, employee hygienic practices and cleanliness and physical condition of the ships.

Maybe this was one reason behind the purchase of Envex as they seem to be experts in the control of Legionella bacteria in water systems, as their web site says:- "Legionella responsible persons training course-demand continues to grow".

The courses are for :

Local authorities, universities, schools; military installations, housing associations, property companies, charities, hostels, landlords renting in the private sector, managing agents; hoteliers, bed & breakfast, guest houses, holiday camp owners, caravan, camping, site owners, cruise ships.

Yes a very big growth sector i have substansial holdings in several environmental co,s and this provides another side to it. The fact they are recruiting should mean business is growing.Any idea as to the cost basis of an audit are we talking thousands or tens of thousands.Sorry i didn't buy more this am i tried to buy some this afternoon but the best on offer was 54.75 so as you say some forward momentum next week lets hope.

H&S yes, but it is also their Enviromental management experties that should fly, because I dont know about you but every other word spoken these days is Environment.

PHSC who do Waste management audits.
RSA with their Environmental protection consultancy.
Envex with their Enviromental management side,also doing audits.

They are currently looking for people in the south east,two in Kent,one in Berkshire,expertise required pollution:

"Experience required in dealing with planning applications and ideally have some knowledge of contaminated land work/air quality or even better Polution Prevention Control".

Patience - I've been with them since Ofex days and am only a little ahead.
It looks like at some point in the next few years they will move, the later the move, the steeper the rise.
I am just hoping I can bank profits in other shares, before the big movement.

Why o Why the market is not giving this little company more recognition is beyond me, every time I turn on the news on the radio there seems to be something changing re regs by the local authority concerning some issue that PHSC are involved in be it;

Waste Management
Enviromental Protection
Food Safety
Immigration Housing
Fire Risk
Etc

You would think that with all the legislation and controls and change surrounding these issues that PHSC would be run off their feet,lets hope so.
