Some South American countries becoming no-go areas for foreign miners.hTTp://www.mining.com/security-risks-mining-latin-america/Looks like certain Asian and African countries are adopting a similar strategy and Western operators are finding it increasingly difficult to operate where governments seem intent on taking back control of their natural resources. Slow and painful expropriation, forced tie ups with partners they wouldn't necessarily choose themselves, delays in the granting of licences and permits, increasing taxes and royalties.......all sorts of underhand tactics at governments' disposal.Pleased that PGM's projects are based entirely in USA and Canada where the political and country risk is far more favourable.

Extract from updated broker note from Brandon Hill today:CommentThis is another excellent set of results, both extending the scope of the Empire open pit and BHC expects that the infill results will move material from the inferred category to indicated, further de-risking the property.However, the very high grade silver-lead intercepts at RedStar are very promising but present an interesting problem. The proposed extraction technology for the copper ore in the Empire pit will not work for lead, which will need a flotation plant. The ore also includes economic zinc grades, but they are far less spectacular than the lead silver grades and not included above.The current thinking is that there is a fault between the Empire pit and the RedStar mine, which has lifted the Empire block to the south. Therefore the copper horizon to the north of the fault is lower down, beneath the lead silver horizon. Any ore to the north of the fault is expected to be sulphides and it is believed that the copper horizon here could be relatively shallow. This could result in proving up a copper sulphide resource with much shallower holes than previously envisaged. Should the lead silver mineralisation prove to be significant in tonnage, then Phoenix could be looking at the early introduction of a flotation recovery plant.

The problem for DRC and tripling the Levy is that it pays to research the Cathode blend, this is where the Cobalt is going. However, in the short/medium term we can
safely say that Cobalt use will still be with us - as such PGM is well placed to
Capitalise on US demand.

The recent drill intercepts of high lead and very high Silver are quite intriguing
it certainly is an interesting site that PGM has and I really am baffled as to why it has yet to reflect this in the Market.

One explanation could be in the fact that investors look at headlines, We are known as
Empire & it’s been correctly associated with Copper, however, now these different metals will add a bit of confusion to the layman (myself included) but basically it all boils down to one thing - what is the ore worth per tonne?

Once a Feasability study gives us all an idea of the sort of return we can hope to get it becomes easier to understand- I guess in the meantime we could take advantage of
the share price if possible.
Good to see that management own a decent amount.

Not advice, and as this is a complex orebody (for this holder!)DYOR....

They sparked some interest in me since I added 20,000 shares and someone who I know added 10,000, I understand that most of the land that makes up the workings of the Empire Mine structure is on patented land with only 5% on unpatented land so that subject to an EIA and permitting of that land which, given the jurisdiction, permitting should not prove a problem. Perhaps the board should make that clear.

I hope to add further in due course.

Conclusion from share price Angel's broker note:Conclusion: The Red Star drilling results add weight to the concept that mineralisation may be continuous over the 3.5km between the Empire mine and the Horseshoe claims. The high silver and lead grades support the possibility that the north-northwest end of the mineralisation at Red Star and Horseshow may lie in a down-faulted block and raises the intriguing possibility that deeper levels of the original mineralised system containing copper, as seen at the Empire mine itself, may remain intact at depth. Much detailed exploration remains to be done before these concepts can be confirmed, however, the grades and emerging extent of the mineralisation may spark more investor interest in the continuing exploration programme.*SP Angel acts as Nomad and broker to Phoenix Global Mining

Cu Cu - It was an excellent lunch meeting in a very nice old club in St James's. Almost makes me want to take up ocean racing so I can become a member and use it at my leisure.I'm just off for a fews days break so I'll post again with a fuller update within the next few days.In the meantime though, I can confirm that everything is going well and the story just gets better and better.
