The charge against PFC through the UNAOIL three does not appear straightforward and a judicial ruling against PFC and the road to a possible fine looks very cobbled indeed. Strolling through all the rules and regs concerning Fraud abroad appears to be a minefield for prosecutors to my layman's eye...Memorandum of Understanding on Tackling Foreign Bribery...

Looking at the list it still includes ones that have been cancelled/postponed, ADNOC $1.6 billion one is still on there so not sure how accurate that list is.
