From Goodbody today;

A presentation by Petroceltic at the Oil Barrel Conference yesterday provided clarity over
forthcoming activity. In Algeria, the intention is to farm-down 18.4% of the asset subject to
Government approval to a third party in H1'11. While not specific, the presentation outlined that
the new strategic partner would, as expected, be an operator already active in the region or a
European utility. The possibility also exists that a further 18.4% of the asset will be farmed-down
at a later date in 2011/2012. The intention is to submit a Development Plan to the Government
post the current appraisal campaign by Q1 2012, which will outline a proposed development
involving a plateau rate of production of 450 mmscfd for five years with first gas in 2016. Our
model assumes first gas in 2015, ramping up to a plateau rate of 540 mmscfd by 2020 to be
sustained over an eight year period. Based on a 50% risk weighting Algeria contributes 7.3p to
our 12.8p risked NAV. In Italy, while the new legislation introduced with regard to offshore drilling
applies only to new, rather than existing licences, clarity is still being sought over its application
towards exploration or production permits. A firm timeline for the drilling of the Elsa prospect
(10% risked contribution to NAV of 0.4p) has, as a result, yet to be established. Given the delay,
management has instead decided to push ahead with the drilling of the onshore Rovasenda
prospect (10% risked contribution to NAV of 1.1p) with drilling expected to take place in H1'12.
Aside from the above, management indicates its intention "to acquire assets with material
resource potential". On balance, while securing a partner for its Algerian asset is a welcome
development, it is not wholly unexpected, with detail of the terms of a deal yet to emerge

With our faith in PCI, we could well be in the running to do a remake of Monty Python's "dead parrot" sketch!

Smart of Brian to allow for another 4 months(worst case scenario) as Government Approval can be a very slow process. Algerian Government Approval takes time but it is somewhat quicker than it is in Saudi Arabia.

RM,Sonatrach do not like partners with loose tongues. Was at a meeting with an Algerian official yesterday and they are sticklers for protocol. They have $286 Billion in Sovereign funds and are open for business now that they realise the people expect them to spend some of it. Warning signs from Tunisia and Egypt of ignoring the wishes of the people.

GD, Good to see him out there spreading the Gospel anyway. Interesting to see him say farmout with an existing operator(Sonatrach?) or a major European Utility.

Herm,

I read the presentation this morning. It was imo really only telling us of the farmout delays. All the rest we already knew. I was a bit disappointed to be frank. Then BOC had to be careful what he was telling us.

I do agree with your comment in post #25020.
"Sure will be. Deal will probably include an option on another 18% at an increased price for December,2011"

SKyped you for a time to chat later in the day.

Thanks for posting that.

Excuse my ignorance but Q1 2011 newflow diagram talks about "Carisio Operatorship" in Italy.

What's that about?
