GSPC owe 23,000 crore all they had to find for this is 20crore the admin costs will be around 1 crore for them. They’ve got no money but they are a massive company they can still find the pocket change to hang in on stuff like this.

IMO They refused to drill because they don't have any money to drill with! They can only drag it out so long before that becomes an even BIG problem for them and then it's hand over time! If they have no money how long can they hold out for!? Can't be that long!?
