HOUSTON, Jan. 27  /PRNewswire-FirstCall/ -- Noble Energy, Inc.'s (NYSE: NBL) board of directors declared today a quarterly cash dividend of 18 cents per common share payable February 23, 2009 to the shareholders of record on February 9, 2009.
