Why not just make it mandatory for ALL new builds to have solar panels already built and priced in pre construction.

Do it incrementally.
Less expensive,and the hit is spread over years rather than mostly upfront.

No, but Boris had better come up with something appreciably better than May minus the backstop or we won't be much better off. These talks need to fail badly to be deemed a success and move on to a no deal footing there is nothing that the EU will offer that will come close to the minimum aspirations of most leavers.

The eu only care about the border because they stand to lose revenue and it's an easy route in for imports into the EU to exceed quotas. Both of which can be effectively monitored by other means than a hard border. The back stop was a convenient method devised by May/Merkel to prevent any chance of leaving the eu permanently.

Simple facts about a hard border in Ireland.

Blood has been spilt over it, and it got blown up anyway
the UK will not build a hard border, period
If the EU want to build one, that's up to them
But, it'll just get blown up.....

So, now we have Boris, the EU can either bite of their noses to spite their faces, or just realise that on a no deal, they will be worse off and they won't get their money.
