Maybe the recent visits with senetors will act as an ultimatum for both Baghdad y Krg. If nothing happens as a result then maybe that is the key for krgs independence.

These so called "loans" or "allowances" are simply payments on account pending the amendment to the budget law:-

"Under Erbil and Baghdad's September loan agreement, the KRG's share in the 2023 federal budget will be used to pay back the loans."

"A KRG delegation headed by Finance Minister Awat Sheikh Janab met with Iraqi government officials to discuss amending the federal budget in a way that guarantees Kurdish civil servants receive their salaries on time."

"Al-Kadhimi indicated that "the amendments to the 2024 budget will be submitted to the House of Representatives next month for approval."
