Although acknowledging the “immensely challenging” issues that lie ahead, a broadly optimistic piece from national security analyst Lt Col Douglas Olivant – (US Army-ret) who clearly regards the displacement of Sadr (by the umbrella alliance of the Coordination Framework) as a more politically stable outcome, and therefore a preferable development, and likens the formation of the new Sudani led government to “dodging a bullet” in respect of the implications for Iraq, and US interests. Erbil-Baghdad oil issue to be resolved in six months: Iraqi official

The oil issue between Erbil and Baghdad will be resolved in the coming six months through the parliament, an Iraqi official told Rudaw on Friday.

“There is significant progress in the relations of Erbil and Baghdad. At this stage, the delegations are ready to resume visits and hopefully we will reach an agreement to resolve the issues through drafting a relevant law in less than six months,” Laith Abdul-Hussein, head of Iraqi oil ministry's legal office, told Rudaw’s Mohammed Sheikh Fatih on Friday.

Tension between Erbil and Baghdad has been high since the Iraqi Federal Supreme Court in February deemed the Kurdistan Region’s oil and gas law “unconstitutional”, hence striking the independence of the Region’s energy sector and jeopardizing its industry. The Kurdistan Regional Government (KRG) has repeatedly challenged the constitutionality of the court’s ruling.

After he was tasked with the formation of the new government and appointed prime minister-designate recently, Mohammed Shia' al-Sudani said that the upcoming Iraqi government will be committed to work “according to the constitution” in strengthening the relationship between Erbil and Baghdad, and “settling disputes and issues that have been lingering for a long time.”

Abdul-Hussein said that the new cabinet’s agenda “clearly states the importance of resolving oil issues between Baghdad and Erbil. These issues have been there for years but will be resolved in the coming six months.”

Erbil-Baghdad issues are related to the analysis of the Iraqi Constitution's articles, he noted.

Sudani said Tuesday that Erbil and Baghdad have the willingness to resolve pressing issues between them, adding that they should do so “professionally.”

“Regarding issues - such as oil, budget, border crossings and others - between Baghdad and Erbil, they should be resolved. They should not continue. There is a serious willingness from the [Kurdistan] Region,” he said during a presser in Baghdad, adding that Baghdad is also willing to resolve the issues.

"ERBIL, Kurdistan Region - A 2007 draft for an Iraqi oil and gas law could be suitable for the Kurdistan Region after some modification, an advisor to the Kurdistan Regional Government (KRG) told Rudaw on Friday, as Erbil keeps emphasizing the need for a joint hydrocarbons law to resolve pending issues with Baghdad"...

...“There are three drafts for an oil and gas law in Iraq,” Bewar Khinsi, advisor to Kurdistan Region’s Prime Minister Masrour Barzani told Rudaw’s Hemin Baban on Friday, adding “the first of which is the 2007 draft which was somewhat satisfactory to the Kurdistan Region and now needs to be amended and could prove to be the best one.”

The advisor claimed that the other two drafts were unsatisfactory to the Kurdistan Region, stressing that Erbil should avoid discussing them with Baghdad.

The KRG on Wednesday formed a delegation to partake in negotiations with Baghdad over outstanding issues, including the topic of oil and gas.

“It is very important for the Kurdistan Region to prepare a delegation of well-informed legal and oil experts to negotiate with Baghdad, and be aware of all the legal gaps and know all the details of the oil and gas process, to prevent the composition of draft that is against the interests of the Kurdistan Region,” Khinsi added"...

Barzani laments Baghdad's approach to the oil issue. "They always tie the entire issue to Iraq's sovereignty. But, of course, we do not intend to violate it; our perspective about the oil and gas file differs significantly from Baghdad's. We consider oil as a commercial commodity that should be used to benefit Iraqi citizens and, as a result, provide services to the entire Iraqi population."

He also addressed another sensitive issue, "Even though the Kurdistan Region possesses oil, it is not independent. Barzani was anxious to state unequivocally that he "does not blame Baghdad entirely", to avoid being misunderstood. Both sides must learn from their mistakes in the past, and I believe we have an opportunity to do so now. I do not want to imply that Baghdad is solely to blame, and I see no reason to engage in this dispute. We have a constitution that stipulates that these are our duties and rights, and we want to perform our duties while also demanding our rights, no more, no less."

Oil and Turkey

On the judicial file between Ankara and Baghdad over oil, Barzani stressed the need to be cautious and reasonable, recalling what Turkey did: "It was an aid to the Kurdistan Region by allowing us to extend an oil tanker pipeline from the Kurdistan Region to the port of Ceyhan, and we believe that this was an aid to Iraq and the Kurdistan Region together. We also believe that going with this issue to an international court will not solve any problem between the two countries."

"We are neighbors, and Iraq is an important partner for Turkey. Therefore, I urge Baghdad and the current prime minister to address this matter realistically. This issue must be settled amicably and through dialogue between Turkey and Iraq," he said, adding that "we in the Kurdistan Region are willing to play a vital role in this regard."
