Not at all. They have previously bought back overvalued shares, overvalued that is with hindsight, and the Chairman has truth shaved in calling the buy back value-accretive, so he may not wish to make the same mistake again.

Reasons with hindsight, among many, our shares might turn out to be overvalued are:
1. Another oil price crash (something which is unpredictable)
2. Cancellation of the PSC by the MNR
3. Political instability of the type now being witnessed in Afghanistan.
4. Revenue fall off for a variety of other possible reasons.

Other reasons for not doing a buyback might be that they have other uses for the capital e.g. to acquire a new cash generative project that diversifies the political, fiscal and geological risks.

The Chairman said at the AGM:

“We are again putting forward a resolution seeking authority for a share buy-back. We have no immediate intention to use this authority in the short term but we have sought permission from shareholders in order to retain the flexibility to do so.”

I look forward to an announcement on Thursday that indicates the production expansion project has de-risked significantly, not that it necessarily will have.

The last share buy-backs may yet turn out to be value-accretive in the future. We will see.
