Here's a taste: "...He told me about one deal he had managed, a major construction project in which the government allocated about 40 billion dinars (about $33.6 million). “In reality I spent only about 10 billion dinars on construction,” he said. Of the rest, most went to paying off government and party officials, along with other expenses. The remainder, about five billion dinars ($4.2 million), was pure profit. He told me that for the past six or seven years, Iraq’s provincial governors — who have great power over contracts — have been elected almost exclusively through deals with businessmen who pay off the provincial council (which elects the governor) in exchange for a share of the province’s contracts. “Anyone who has money can manipulate these things,” he said. The deals are elaborately constructed, with deputy mayors loyal to different political parties dividing up the expected proceeds from inflated contracts. A single big contract can supply enough kickbacks to cover the bribery costs of getting a governor elected, he said. Government officials are not just passive recipients of bribes. The members of the provincial council, he told me, “knock on the doors of businessmen and say, How can we help? Do you have someone you want to smear? 29/7/2020 11:50 | Good morning mac, look forward to that. Another contributor asked me why I though Garrett Soden's return might provide some positive impetus for change; what do you think? My thoughts tend to go along these lines: - The current board is pretty well stalemated - a little like Todd's final moments when the rest of the guys felt they couldn't argue (openly) against him, and his personal ATM attitude to the company, and finally the M&G4 arrived to try to break the deadlock. - The current chairperson has been shown to be just a reed in the wind and senior management have been left feeling voiceless. - I reckon that Garrett Soden might, just might, stiffen the resolve of senior management and make them feel they do still have a future with GKP. - I see the lack of a modified PSC and the failure to agree a revised FDP as being the main issues / bones of contention between the company and the MNR. It would be of great interest to know who, currently, is the main source of technical opinion & expertise at the Ministry - for sure it cannot be Cashti. If the MNR is pushing hard for better quality oil from the deeper Triassic formations, for gas flaring to be stopped completely, or for more properly processed gas to be made available for use & sale (possibly also from the Triassic), then these move from being purely technical issues (how do we do it) to major financial issues (how do we finance it) and, in view of the relatively recent history (bondholder write-off, shareholder dilution, share price crash, irregular- and delayed payments, even Covid if you want to add that) that sort of pressure needs to be resisted. My opinion was that GS might help on that. At the very least, a more open information flow (even if it annoys Cashti, might help improve market perception. Analysts had predicted a modest inventory build of 357,000 barrels. WTI was trading down on Tuesday afternoon before the API’s data release, as prices recoiled as the government haggles over the next stimulus bill with both the Senate and the House divided and proposing their own legislation. Delays in the next stimulus bill are expected to have a negative effect on oil markets, even with strong OPEC action and 2 million bpd less in US oil production. Oil production in the United States has now fallen from 13.1 million bpd on March 13 to 11.1 million bpd for July 17, according to the Energy Information Administration, after sitting for the previous four weeks at 11 million bpd. At 4:23 pm EDT on Tuesday, the WTI benchmark was trading down on the day by $0.67 (-1.61%) at $40.93—almost $1 below last week’s levels. The price of a Brent barrel was trading down as well, by $0.24 (-0.55%), at $43.17—also roughly $1 per barrel lower than this time last week. The API reported a build of 1.083 million barrels of gasoline for the week ending July 24—compared to last week’s 2.019-million-barrel draw. This week’s build compares to analyst expectations for a 733,000-barrel draw for the week. Distillate inventories were up by 187,000 barrels for the week, compared to last week’s 1.357-million-barrel draw, while Cushing inventories saw an increase of 1.144 million barrels.
