What they have actually done is give the producers 18 months to submit project plans for alternatives, or are you suggesting that if atmospheric flaring continues in 18 months time they will stop ALL oil production in Kurdistan and effectively go bankrupt as a country ?

The semi-autonomous KRG area of Iraq is relatively small and a piecemeal approach to gas harvesting is nonsense. Not every company can rely on finding suitable formations for re-injecting (as DNO managed), and processing to ensure associated dirty gas can be commercialized / sold is not cheap.
Quite apart from that, the "do it now" implication means there will be major conflicts as oil development projects will now compete with gas treatment projects.
In view of the significant outstanding sums due to the existing PSC holders, easy and cheap access to further gas development funds might prove rather sticky.

GKP has been attempting to progress their latest FDP for, what is it, 6 years?

It's all getting a bit messy...again.

So the MNR will need to do one of two things.

a) - Expedite the approval of the IOC development plans.

b) - Order the IOCs that have not met the deadline to either stop production or issue them with waivers.

Stop production?, I don't think so.

Broadford points out that the IOCs can't get their plans approved, so the ball's in the MNR's court.

Sounds like the new minister will need to get his house in order pretty sharpish.

The unexpected directive could spur progress toward ending the wasteful and environmentally damaging practice of flaring, but it also raises concerns for oil companies.
The Kurdistan Regional Government’s Ministry of Natural Resources (MNR) has issued a directive to field operators that they have 18 months to halt the flaring of associated gas that is produced along with crude oil.

The July 13 order, a copy of which was seen by Iraq Oil Report, is a move to end the wasteful and environmentally disastrous practice of burning gas and other byproducts of crude production. But it is also likely to raise concerns among the international oil companies (IOCs) developing Kurdistan's oil fields, since the two-page letter does not address the key question of how the anti-flaring measures will affect the financial structure of projects where the MNR already owes hundreds of millions of dollars in backlogged invoices."

It's not confounding logic, AttyG, if you're collecting as many of these as you can. Keep lots of low buy orders in the system and pick up as much as possible then it looks very logical - imo.

Except that the rest of us listened to it being discussed on 26th February 2020 or almost 18 months ago when Esa Ikaheimonen the Chief Financial Officer of Genel talked about it at the Oslo conference.

You don't have any experience of this sort of thing do you Broadford.

It's typical of ministries all over the developing world and is perfectly normal.

So if Tony has succeeded in flogging that to you as some kind of inside information Broadford then all I can say is that you seriously need to get out of that armchair and get out more.

Because you're so naive he's taking you for a sucker and you fall for it every time.

Still no news of the "accelerated" S13. What's the situation on S14? Keeping that quiet just in case there's more problems and they can "move the dates"?

The mushroom theory was never more in evidence than with this company for you suckers.

Water issues to fix.
Gas issues to fix.
Pressure issues that need the help of ESP's.
Sulphur issues to solve that never get a mention.
Extremely expensive flaring problems to fix.
Then there's the hosts problems that are now even in more disaray.
55k a day still on for the 4th Q or is my prediction looking favourite?
Oil for budget?
Oil Law?
No wonder the Major's have departed the "last great frontier".
Zero interest in a few barrels of very heavy and extremely difficult to extract oil.

So from the comfort of his armchair our armchair general thinks that the reorganization of a government ministry should be quick easy and seamless.

Now that the new minister has got his feet under the desk it looks like he too has identified the shortcomings of the Ministry of Natural Resources and has set about doing something about it.

Which can only be a good thing. You can't make an omelette without breaking eggs Broadford.

26th February 20 - From Esa Ikaheimonen the Chief Financial Officer of Genel in Oslo :-

"The other thing I should mention is to do with the really busy environment in Kurdistan. It's to do with the MNR lacking resources, so the time it takes to do sensible business development, the time it takes to get from an idea to execution is a frustration. It doesn't keep me awake at night but it is a frustration.
Now dealing with the other NOCs and natural resource holders elsewhere in the world, it's no better elsewhere and many places are a lot worse. But Kurdistan having quite a closely knit NOC type environment would have a great opportunity to differentiate itself and do a better job than their competitors, and by doing a better job they would allow companies to develop their business, grow faster and attract more capital to the region."

So reorganising the MNR is yet another step in the right direction.
