ERBIL, Kurdistan Region — The Kurdistan coalition in the federal Iraqi parliament said on Thursday a Kurdish delegation will visit Baghdad by next week to discuss the implementation of Article 11 of the Budget Law, state media reported.

MP for the Patriotic Union of Kurdistan (PUK) Sherwan Mirza told the Iraqi News Agency (INA) the Kurdish delegation will discuss how to calculate the Kurdistan Region’s share of the budget and how to deliver its revenues to Baghdad.

Erbil relies heavily on Baghdad for its funds, but the question of oil-for-budget has been a thorny issue between both sides. Prior to voting on the budget, a KRG delegation led by Deputy PM Qubad Talabani visited Baghdad several times to try and resolve the issue.

Article 11 of the budget law dictates a share of 12.67 percent of federal funds for the Kurdistan Region. In return, it requires the Kurdistan Regional Government (KRG) to hand over the value of 250,000 barrels of oil a day to Baghdad, in addition to 50 percent of non-oil revenues, such as customs fees and taxes.

Iraqi lawmakers have criticized the Kurdistan Region’s independent oil sales, with many wanting Erbil to hand over all of its oil to the State Organization for Marketing Oil (SOMO) in exchange for federal funds.

The budget bill, approved by the Iraqi Council of Ministers in December, took more than three months to be passed by Iraq’s parliament. It was finally put to a vote on March 31.

Take the $4.2m arrears payment and discuss later, absolutely no chance of KRG upping their offer.
