Shafaq News / The First Deputy Speaker of Parliament, Hassan Al-Kaabi stressed on Monday the need to secure a direct channel of communication between local governments and the federal government in implementing the budget provisions, stressing the keenness to go beyond red tape to provide what benefits citizens.





The media office of Al-Kaabi stated, in a statement received by Shafaq News, that the latter held an expanded meeting with the Regions and Governorates Committee and a number of heads of parliamentary committees and deputies, the ministers of finance and planning, advanced cadres in the two ministries, and governors, to discuss the implementation of the budget for the current year and the most important financial and planning problems facing Provinces.





Al-Kaabi said during the meeting, according to the statement, that "the aim of this meeting and what has been achieved from previous meetings is to find a direct communication channel between the provincial administrations and the federal government, through the legislative authority."





He added that the aim of these meetings is "to overcome many obstacles, routine and previous problems, and to shorten the time to achieve the greatest possible benefit for citizens by completing service and investment projects that are related to the lives of citizens."





He pointed out that "the next stage or the remaining period of time to implement the budget is very short, specifically until the holding of elections, and this period will not be easy for the provincial administrations, as they will face political interference and the multiplicity of desires and parties that benefit from blocking projects or election procedures on time."





Al-Kaabi stressed that "all these problems will create a kind of routine that will delay the work of projects, but we say that we will not allow this year to repeat the experiences of past years, and we will directly monitor the implementation of service projects approved within the current year’s budget."





The statement stated that during the meeting, the items that came in the budget and related to financing provincial projects were discussed, and listening to the interventions of ministers and governors who indicated that there are problems with limited funding and spending, and there are necessary requirements that must be funded through the annual budget.





He also added that it was agreed on a set of decisions and recommendations that will be followed up by the Presidency of the Council of Representatives regarding dealing with the most important financial and planning problems facing the governorates, including checking the listing requirements for projects sent from the governorates individually for each governorate.





And he indicated that it has been emphasized to set a time limit for the completion of projects, especially those that are lagging behind, to ensure the speed of completion, and to oblige the Ministry of Finance to issue instructions for the budget, and to address the issue of governorates' trusts due to the urgent need for the special sums of the governorate departments, after taking the requirements of the Accounting Department publication at the Ministry of Finance.
