4. Against this background, the government commits to implement the economic and financial policies described in the attached Memorandum on Economic and Financial Policies (MEFP) as part of a Staff-Monitored Program, in order to demonstrate good performance and move to a possible IMF financing arrangement as soon as possible. The MEFP describes the large fiscal consolidation that the government has already implemented in 2015 and plans to continue to implement in 2016. The MEFP describes also the foreign exchange policy, public financial management and banking supervision reforms that the government commits to implement during the remainder of 2015 and in 2016.

Or else what? Or else, no IMF financing arrangement, no international creditworthiness, and a failed Iraq.

The above is called "going to the IMF cap-in-hand".

Gulf Keystone admitted it faced “material uncertainties” in meeting the payments and is making “strenuous efforts” to secure new funding “essential to the group’s ability to continue as a going concern”. Its shares fell 22 per cent or 2.6p to 9.4p.

Bondholders including hedge funds GLG Partners, Sothic Capital Management and Taconic Capital are understood to be working with investment bank Houlihan Lokey on options to restructure the company’s debts.

Telling that people think the share price means anything. The share price is akin to the price of used car. It means nothing to or about the company that made the car and sold it in the first place. The price of a used car only means something to the owner of that used car (and to potential buyers).

And, since most used car buyers are tire-kickers, the price of a used car is usually just made-up.

What have to be considered are the facts surrounding the company. For our purposes, those boil down to: Can it meet it's debt obligations?

I say yes, with SOMO in control of Kurdish oil. And SOMO is about to take control.
