GDF Suez: JV To Develop 3rd Geothermal Project In Indonesia

PARIS -(Dow Jones)- French power group GDF Suez SA (GSZ.FR) Wednesday said it entered a joint venture along with Marubeni Corporation (8002.TO) and Supreme Energy for the development of the Rantau Dedap geothermal project located in the South Sumatra province.
MAIN FACTS:
- The agreement follows the appointment of Supreme Energy as winner of the concession tender and the award of the geothermal mining license to PT Supreme Energy Rantau Dedap, the company charged with further development of the project.
- Supreme Energy and IPR-GDF SUEZ were joined by Marubeni Corporation to constitute a partnership bringing to the geothermal sector in Indonesia an unmatched combination of technical skills, geothermal expertise and IPP development and operation experience in Indonesia and worldwide.
- Supreme Energy Rantau Dedap will negotiate the Power Purchase Agreement (PPA) with PT. Perusahaan Listrik Negara for the sales of the electricity from the geothermal resource before starting exploration activities and the development of the power generation plant upon successful exploration.
- The targeted 220 MW geothermal power plant in the Rantau Dedap area is part of the Indonesian government's second 10,000 MW accelerated electricity development program. It will contribute to meeting the rising need for electricity in the country, using renewable energy resources.

A tribunal will consider Germa's appeal against his removal on June 9, the newspaper said.

Germa says that GDF's policy was to sipon off assets and expertise from La Compagnie du Vent into other parts of the GDF Suez group, La Tribune said.

The newspaper cited unidentified people at GDF Suez as saying that Germa's wish to keep the unit independent was driving it to the wall.

An interim dividend of €0.83 was paid on November 15, 2010. A balance dividend of €0.67 will be paid on May 9, 2011 (ex-date: May 4, 2011).

French giant utility GDF Suez SA (GSZ.FR) Monday said its first-quarter total revenue rose 6.9% on year to EUR25.5 billion.

GDF Suez's earnings before interest, taxes, depreciation and amortization, or Ebitda, rose 6.1% on year to EUR5.5 billion, the company said in a statement released Monday. Ebitda is a measure of a company's cashflow.

The increased revenue came from organic growth and from the assets of recently-merged International Power PLC. exchange rate fluctuations boosted revenue by EUR156 million, mainly on the Brazilian real, the British pound and the U.S. Dollar, the statement said.

The company reduced total debt at the end of March by EUR2.9 billion to EUR39.9 billion, the statement said.

The company said EUR900 million out of the debt reduction came from positive exchange rate effects.

The company maintained its 2011 and medium-term targets.

"The group's first quarter results are satisfactory and rising. They confirm the relevance of our diversified and balanced business model, of our business strategy and of the combination with International Power assets," said Gerard Mestrallet, GDF Suez chairman and chief executive.

GDF Suez shares were 0.3% up at EUR27.70 at 12.38 GMT, while the CAC-40 benchmark index was up 0.4%.

EU To See If French Power Price Ruling Meets Competition Rules

The European Commission will study the French government-set electric power price for third-party suppliers buying from Electricity de France SA (EDF.FR) to see it complies with EU rules, a commission spokesman said Tuesday.

"The European Commission learned of the EDF resale prices via the press, and we don't currently have the full details," the spokesman said in an e-mailed response to questions posed by Dow Jones Newswires.

"The French authorities are due to communicate to the Commission the full details, including the basis for the calculation of the prices," the spokesman said. "Once it has received this information, the Commission will analyze how the resale price is being established, with a view to ensuring respect for EU antitrust rules."

Earlier Tuesday, the French government said it had set the first wholesale price that state-controlled EDF can charge competitors at EUR40 a megawatt hour, rising to EUR42/MWh in 2012. That move has been viewed by markets and analysts as favorable to EDF, which had been asking for an immediate EUR42/MWh from the start.

The decision was bitterly opposed by EDF's largest competitor, partially state-owned utility GDF Suez SA (GSZ.FR), which said it will study what avenues are open to address what it considers an unacceptably narrow opening of the French domestic market, falling short of what France had promised the EU.

GDF Suez SA (GSZ.FR) said Tuesday it is studying a response to the French government's decision to set a price for wholesale electricity sold to third-party providers by Electricite de France SA (EDF.FR) that is viewed as favoring the state-controlled power generator.

Earlier in the day, the industry and energy ministry said EDF can charge as much as EUR40 a megawatt hour to competing electricity suppliers under a law mandating EDF to sell 25% of its production to competitors. GDF Suez and others were lobbying hard for a EUR35/MWh price, which they said was fairer and reflected the relatively low cost of producing nuclear power. About 80% of France's electricity is produced by nuclear power plants.

"GDF Suez will study the consequences of this decision and the possible avenues to remedy the narrow opening of the market in the short-term caused by the government's decisions," the company said in a statement.

Under a recent law, dubbed NOME, the French market is be freed up to competition as of July 1 by requiring the effective generation monopoly, EDF, to sell a quarter of its production to competitors at a fixed price. EDF had steadfastly sought an immediate EUR42/MWh, which it will instead get as of January 2012.

GDF Suez in its statement argued that the French decision favoring EDF falls short of the government's commitment to the European Union to open the domestic market to competition. It didn't say whether it will challenge the ruling to the European Commission. GDF Suez is about 30% owned by the French state.

EDF produces the bulk of its power from 58 nuclear reactors dotted around the country. Its competitors have little production capacity of their own.

The strike cut about 9,000 megawatts of power from 12 EDF nuclear plants, said Laurent Langlard, a member of the CGT union, the country's biggest. That represents about 14 percent of France's total installed nuclear capacity. About 18,000 megawatts of power output was lost in total.

About 42 percent of EDF employees and 49 percent of GDF Suez energy workers took part in the strike, the Paris-based utilities said.

Employees are "very attached" to a heavily-discounted rate paid for electricity that's benefited gas and power workers since before World War II, Langlard said. "EDF wants to scale back the benefit." The CGT and other unions will meet tomorrow to decide what further action to take.

"This strike is incomprehensible," Bernard Lassus, head of human resources at EDF, said by telephone from Paris. EDF has set aside 2.3 billion euros ($3.3 billion) to pay for the subsidized rates as existing and retired EDF workers pay 5-10 percent of the rate charged to French consumers and aren't taxed, he said.

Rate Cap
EDF and GDF Suez are under pressure from the government and consumer groups to keep energy prices as low as possible. Share prices of both companies were hurt this week after Prime Minister Francois Fillon announced a cap on an increase in regulated electricity rates until after next year's presidential elections and froze gas rates for as long as a year.

EDF has proposed that employees should pay taxes on their utility bills, which can account for almost a third of consumers' bills, and that the rate they pay for electricity be linked to that paid by other households, Lassus said. Employees and EDF retirees currently pay a fixed rate for electricity.

The utility wants to bring in the changes as a quarter of its workforce is due to retire in the next five years.

"We aren't trying to abolish the preferential rates, we are trying to change them," Lassus said. The utility last tried to change the system in 1983 and was hit by a strike.

GDF Suez spokeswoman Armelle Dillar declined to comment on the proposals.

Industry Minister Eric Besson told RMC Radio today that the discounted bills for EDF's current and former employees "weigh heavily on its costs."

It's not "abnormal" to suggest they should face higher bills, alongside the rest of the country, he said.

GDF Suez, which operates the 530 license where Heilo is located, will drill Heilo with the Aker Barents rig and conduct an evaluation and development of a potential find, the company's Norway Chief Terje Overvik said. Rocksource ASA (RGT), a partner in the Heilo prospect, estimates there's more than a 50 percent chance of a find and estimates recoverable resources of 200 million barrels of oil equivalent.

"It is an area with finds such as Tornerose, Nucula, so there's good probability of making a discovery," Overvik said at the Barents Sea conference in Hammerfest, Norway, yesterday. "We're expecting a subsea development with oil going to Goliat and gas to Snohvit, that's our base case."

Overvik said there was a likelihood of finding both gas and oil at Heilo. While the company would also consider a stand- alone solution should the discovery exceed expectations, this was unlikely, he said. "It's not a new Skrugard we're expecting at Heilo."

Statoil ASA (STL) last week announced the first commercial discovery in the Barents Sea in more than 10 years at the Skrugard prospect, boosting hopes for further finds. Oil producers including Eni SpA (ENI), Total SA, GDF Suez and Dong Energy A/S are drilling seven wells in the Barents Sea this year and another seven in 2012, amid a push to make discoveries in a region that has yielded two developments after 30 years of exploration.

Additional Operatorships
GDF Suez has applied for additional operatorships in the Barents Sea in the 21st licensing round, which is due to be announced this spring, Overvik said. The Norwegian authorities are offering 51 whole and partial blacks in the Barents Sea and 43 in the Norwegian Sea.

GDF Suez invested 18 billion kroner ($3.3 billion) in Norway from 2001 to 2009 and expects investments to remain at this level between 2010 and 2015, including investments in the Gudrun field in the North Sea, the Gygrid project in the Norwegian Sea and the Snohvit plant in the Barents Sea, the executive said.

The Paris-based utility company is looking to grow its resources in Norway through exploration and acquisitions, Overvik said.

"You have to be on the look-out for business development opportunities, so if the right assets are up for sale, in the areas that fit our strategy and are priced right," the company would bid, said Overvik, adding that it would look at assets offered near Snohvit, Njord, Fram, Gjoea and Gudrun.
