Initial proposal was 28th Feb and they announced delay towards end Feb along with update (in due course)We're in middle aug and not heard a single thing on this yet... When is formal proposal going to be submitted? All these agreements / MOU's only last 12 months and already half the time is gone!

Bobic GCM are not insensitive enough to submit it anywhere near "Phulbarri day" so I wouldn't hold your breath for the rest of this month at least.
