File photo UNB, Dhaka Prime Minister Sheikh Hasina today said her government has taken various steps to ensure a vibrant capital market that will supplement its efforts to make Bangladesh a developed country by the year 2041. "Various measures are being taken to protect the interests of investors which will ensure a conducive environment for a vibrant capital market," she said. The prime minister said this while inaugurating a regional seminar on 'Financial Literacy and Investment Protection'. The Bangladesh Securities and Exchange Commission (BSEC) and the Asian Development Bank (ADB) jointly organised the seminar at Pan Pacific Sonargaon Hotel here. Sheikh Hasina said industrialisation is the key to employment generation in the country and it requires investors from home and abroad along with the investment capital. The prime minister said the government believes that the capital market can play an important role in generating new entrepreneurs and investors through creating partnership with the common people. "The more people will get involved in the capital market the more it'll accelerate our industrialisation process." She said the present government is also working on creating a strong capital market, which will meet the long-term financing needs to the investors. Hasina said, "In2019-20 fiscal year, the limit for tax-free dividend income has been raised from 25,000 to 50,000 for the investors in the market while a number of different bonds, including fixed income financial product, have been issued at our initiative while two rules have been adopted on Short Sale and Risk-based Capital Adequacy. Our government has continuously extended its all-out cooperation through providing policy support, law amendments, infrastructure building for creating a stronger capital market." She also mentioned that accountability and good governance has also been ensured to eradicate corruption at different levels in the capital market. The prime minister mentioned that the government has taken initiatives for capacity building of the BSEC, including a new organogram with more human resources. She said the government is implementing a promotional package successfully for protecting the small investors." Inculcation of the strategic investors has been guaranteed at the Dhaka Stock Exchange. An increased participation of local and foreign investors is observed to form venture capital and impact fund." Hasina said a small capital plat form has been established at Dhaka Stock Exchange. As a result, she said, small and medium industries can enjoy the facility to receive capital and this will eventually create a great scope for enlistment of the start-up companies. Mentioning that the capital market is still a retail investor-driven one, the Prime Minister emphasised making the capital market vibrant. "We need to increase the participation of institutional investors in our market." She said a countrywide programme on investment literacy has been launched to create a knowledge-based investor community. By this time, Bangladesh Academy for Securities Market (BASM) has been established. To reduce the risk of individual investors, she said, the BSEC is running country-wide investment literacy program. Under this programme, the BSEC has already arranged financial literacy programme at divisional level which will gradually be extended to district level. "In fact, investors are the main driving force of the capital market. If investors take informed decision, it will, on the one hand, help reduce investment risk and on the other hand, it will also act as a supplementary element in ensuring stability of the market." Hasina said the government believes that the knowledge and techniques of investment for all the related stakeholders of the capital market, including retail investors, will accelerate the process of financial inclusion. A high ranking official of American South Asian Division recently declared that they cannot ignore the importance of Bangladesh as a big Market because there are now 17 crore people there and they cannot allow China to grab this market and extend their military influence. After this announcement Sheikh Hasina's immediate China visit is very indicative of her persuasion of a balanced policy between Western powers, China and even India. Perhaps, Sheikh Hasina has already assured India that they have nothing to fear about Bangladesh's friendship with China. Bangladesh's development is now very rapid with the partnership of India and China. India is the biggest neighbour of Bangladesh and Modi government was assured by Hasina that Bangladesh will not do anything to harm India's interest. India might get anxious that China should not have a strong foothold in Bangladesh, but they will not react strongly to it as they did in the late 70s or early 80s. America does not have its previous supremacy to dictate the other countries in the world. In the 50s America tried to tame Nasser of Egypt by withdrawing World Bank's money for building dam over the Nile. Nasser survived the threat by accepting help from the-then Super power Soviet Union. But when this time World Bank wanted to cow down Hasina government by refusing to fund the Padma project and there was no other super power to help Dhaka, Hasina stood alone and declared that Padma bridge will be built with our own resources. The bridge is going to be completed within a very short time. Hasina government so far accepted American help to rebuild Bangladesh's economy, it resisted the offer of military help which will ultimately bring the country under direct American domination. Hasina has seen that American help – economic or military did not establish peace and democracy in the Middle East but devastated the entire zone which is still continuing. Bangladesh government is very wisely pursuing a foreign policy which has built up a balancing relation between Bangladesh and other South Asian countries big or small. Even in Rohingya crisis which was one of the biggest crises to her government Hasina not only rehabilitated a large portion of refugees temporarily but avoided a military confrontation with Myanmar though she was provoked by many circles from outside and inside of the country. The whole world praised her patience and tenacity and her humanitarian role in the Rohingya crisis. Indian media also praised Hasina government's balancing role between Delhi and Beijing. Though The Statesman said she has gone to China to warm up relations another influential daily of Delhi commented that after the threat that America will confront China in South-Asia especially in Bangladesh and the Maldives, Sheikh Hasina's immediate visit to China will soothe Beijing and the economic and political relation between the two countries will be stronger. Hasina also needs Beijing's support to settle the Rohingya issue permanently. Because of their economic interest in Myanmar both China and India remained silent about the genocide in Myanmar. Bangladesh has also big problem with the distribution of Teesta water. The government of India both previous Congress and present BJP are willing to settle this issue mutually and peacefully. She tried to build up her power-base in West Bengal among the Urdu speaking Bengalis who fled from Bangladesh during the Independence war and established a powerful political base there. Like previous Left Front government, Mamata Banerjee administration is full of these Biharis. They are blindly anti-Bangladesh and anti-Hasina. To keep them satisfied Mamata Banerjee had to pursue a policy against Hasina government covertly. Now the situation has changed a bit. In the recent Indian election BJP's victory in West Bengal has left Mamata vulnerable. Observers say if Modi takes a strong stand to settle Teesta with Dhaka, Mamata may not take an obstinate role again. If Hasina's current China visit brings Beijing closer to Dhaka then Modi will perhaps, try to counter it by offering Bangladesh more economic cooperation including a Teesta treaty which would be mutually beneficial. With the Chinese on board since few months only and the recent meetings held in China between Sheikh Hasina and Xi Jinping , the partners of GCM wanted to be sure that Bangladesh will accept some agreements relative to the Belt and Road Initiative before submitting any project. Chinese are not loosers and do not commit themselves signing agreements with companies to fail. This kind of project are not done in few weeks. You have a before Chinese with Dattels and the US who failed and now you have China backing this who needs power. Just wait and see. BEHUGE has the noze.... Adani get environmental approval for their carmichael project after 9 years of battle, fierce protests and endless political debates.
