I agree with the first two words in your post ... that's two more than usual! SinoSteel DOES NOT HAVE first refusal on any sale. CS has stated that SinoSteel is just the contractor selected to build the plant. I think that they have an exclusive right for a period to BUILD THE PLANT. But if no plant is built, because the asset is sold, then they have no exclusivity. Ofcourse, SinoSteel can enter the bidding process or partner with others for MT.
