The text, quite clearly in English, states that an RNS has to be given in the current conditions we find ourselves in; just to remove ambiguity that is where some news information as leaked from the counterparty. Clause 9.4 is quite clearly applicable here. So, your reasoning is because some third party has released news and it hasn't had an immediate affect on the share price it removes the need for Dowlais to issue a formal RNS despite the listing obligations stating that it should.
