03/1/2004 09:26 | SchlumbergerSema UK To Test Biometrics In Step Toward National ID Card The government of the United Kingdom plans to launch a six-month trial of biometrics next month that it says will help lay the foundation for a controversial national ID card. In a statement last week, the Home Office said it would recruit 10,000 volunteers who will each have three types of biometric data captured-digitized images of their fingerprints, iris and face. The data will be stored on a smart card so that it can be compared with a live scan to verify the cardholder's identity. "Results from the trial will help inform the Government's plans to introduce biometric passports and driving licenses, and built a base for the national identity card scheme," Home Office Minister Beverly Hughes said in a statement. The government says it plans to begin issuing chip-based passports carrying biometric data by 2005, and to make biometric enrollment mandatory for passports issued starting in 2007 or 2008. The government also plans to introduce smart card driver's licenses that can accommodate biometric data. The combination of driver's licenses and passports could cover 80% of the "economically active population" of the United Kingdom by 2013, the government says. The concept of a national ID card remains highly controversial, however. UK newspapers report that Prime Minister Tony Blair's Cabinet is sharply divided over the program, which is being pushed by Home Secretary David Blunkett. The proposal for a national ID card did make it into the Queen's Speech, last month, an address to Parliament in which the Queen outlines the government's legislative program for the coming year. The government says the trial will test the use of biometrics, including the enrollment of the disabled and others who may be hard to enroll. It will also measure the time involved in enrollment, as a way to estimate the cost of a biometric ID program. Government officials have estimated the cost of providing ID cards to 60 million British adults at £3.1 billion ($5.3 billion.) Other goals include assessing the effectiveness of biometrics in detecting duplicate ID documents, users' reactions to biometrics and the feasibility of creating a national database of biometric data, which is considered essential if the system is to prevent individuals from obtaining false identity documents. U.S.-based systems integration and consulting firm SchlumbergerSema, a unit of Schlumberger Corp., was selected to manage the test, which will run from January to June 2004.
