On June 6, 2024, public hearings were held regarding the consideration and consideration of public interests in the development of urban planning documentation and the report on the strategic environmental assessment "Detailed plan of the territory of the land plot (cadastral number 4625185500:12:002:0094), which is leased by Yusenko Nadra LLC" , for the new construction of a gas generating plant on the territory of Strashevytsky District of Starostyna District of Staro Sambir City Council of Sambir District of Lviv Oblast outside the village of Koblo".
According to the results of the hearings, it was decided to support and approve the design decision of the detailed plan of the territory. PERFORMED:
The developer (Karpaty Arch-Proekt LLP) - the chief architect of the Melnyk project Nataliya Igorivna, who familiarized those present with the developed detailed plan of the territory, and also noted that the town planning documentation meets the requirements of the town planning legislation, DBN B.2.2-12:2019 "Planning and development of territories", the Law of Ukraine "On Regulation of Urban Development Activities" and other normative legal acts of the current legislation.
A detailed site plan is being developed for the new construction of a gas generating plant on the territory of the Strashevysky Starostyn district of the Staro Sambir City Council of the Sambir district of the Lviv region, outside the village of Koblo.
The plot of land for placement, construction, operation and maintenance of buildings and facilities of energy-generating enterprises, institutions and organizations occupies an area of 0.3855 hectares. In the eastern part of the plot of land, the location of a generator-container, a complex transformer substation with a voltage of 10/0.4 kV, a fire-fighting tank and a parking lot is planned. Further to the west, it is proposed to place: an inlet comb, a gas separator platform, a platform for gas regulation and accounting nodes, and a drainage tank. The generator set on associated petroleum gas is designed for the production of electricity with the subsequent possibility of using it for own needs and supplying electricity to third-party consumers on the electricity market of Ukraine, especially in conditions of a significant shortage of electricity in connection with the armed aggression of the Russian Federation.
According to the result of the public hearing,
DECIDED:
1. To support and approve the design decision of the detailed plan of the territory .
2. If proposals and comments are received before the end of the discussion procedure, they should be taken into account in the urban planning documentation and in the report on the strategic environmental assessment in case of compliance with the current legislation.
3. To recommend for the approval of urban planners in the documentation : "Detailed plan of the territory of the land plot (cadastral number 4625185500:12:002:0094), which is leased by Yusenko Nadra LLP, for the new construction of a gas generating plant on the territory of Strashevytskyi, Starostynsky District, Starosambirska of the city council of the Sambir district of the Lviv region outside the village of Koblo" taking into account proposals and comments if they are received before the conclusion of the discussion procedure.

Technical alternative 1.
Installation of a gas-liquid separation system at wells No. 1 Blazhivska, No. 3 Blazhiv, No. 10 Blazhiv, and No. 3 Blazhiv-Monastyrets of the Blazhiv field. Extracted oil under the pressure of the installation is transported to product collection points. Reservoir water discharge is carried out in storage tanks (NZP of the Blazhiv field and NZP of well No. 10 Blazhiv). Installation of a generator set on a separate plot of land. Gas from the wells is transported to the input distribution comb of the generating set through designed pipelines. The excess gas is discharged to the flare unit through the designed pipeline.
Technical alternative 2.
The oil-gas mixture from the wells enters horizontal tanks through pipelines, where the fluid is degassed and the oil is shipped to tankers. The separated gas from the upper part of the containers enters the underground container, where the droplet hydrocarbon liquid condenses, after which the gas is discharged to the dispersion candle.

The planned activity will be carried out near the village of Koblo on the territory of the Strashevyskyi Starostyna District of the Staro Sambir OTG of the Sambir District of the Lviv Region within the license area in accordance with the special permit for the right to use the subsoil No. 6387 dated 12/19/2019 (extraction of hydrocarbons and associated useful components of the Blazhivskoye deposit (in within the borders of the Blazhivska and Monastyretska folds of the 1st tier)) for a period of 20 years. The boundaries of the deposit are determined by the special permission for the use of subsoil No. 6387 dated 19.12.2019.

Socio-economic impact of the planned activity.
The implementation of the planned activity will provide an opportunity to strengthen the fuel and energy base of Ukraine, provide energy resources for the population and industry, increase the inflow of funds to budgets of various levels, which will contribute to the development of state, social, and economic programs. Economically, the district is mainly oil and gas producing. In order to prevent deterioration of the socio-economic condition of the district from the planned activity, modern environmentally safe technologies are used during the operation of facilities and equipment.
General technical characteristics, including the parameters of the planned activity (power, length, area, volume of production, etc.).
The actual current average production volume of oil and associated gas is: well No. 1 Blazhivska: oil – 12 t/d, gas – 1000 m3/d; well No. 10 Blazhiv: oil – 22 t/d, gas – 1800 m3/d; well No. 3 Blazhiv: oil – 14 t/d, gas – 1200 m3/d; well No. 3 Blazhiv-Monastyrets: oil – 1 t/d, gas – 80 m3/d. The distance from the objects to the plot of land allocated for the installation of the generator set is 0.5-1.2 km. Generating plant with a capacity of up to 1 MW. The approximate length of the pipelines is up to 4 km. The area of the Blazhiv deposit, within which the planned activity will be carried out, according to the special permit for the right to use the subsoil No. 6387, is 12.3 km2.

The planned volume of research and the level of detail of information to be included in the environmental impact assessment report are established by Article 6 of the Law of Ukraine "On Environmental Impact Assessment". Environmental impact assessment procedure and opportunities for public participation in it.
The activity planned by the business entity may have a significant impact on the environment and, therefore, is subject to an environmental impact assessment in accordance with the Law of Ukraine "On Environmental Impact Assessment". Environmental impact assessment is a procedure that involves:
preparation of an environmental impact assessment report by the business entity;
public discussion of the planned activity;
analysis by the authorized body of the environmental impact assessment report, any additional information provided by the business entity, as well as information received from the public during public discussion, during the transboundary impact assessment procedure, other information;
provision by the authorized body of a reasoned conclusion on the assessment of the impact on the environment, which takes into account the results of the analysis provided for in the fifth paragraph of this clause;
taking into account the conclusion of the environmental impact assessment in the decision on the implementation of the planned activity, specified in paragraph 14 of this notice.
In the conclusion on the assessment of the impact on the environment, the authorized body, based on the assessment of the impact on the environment of the planned activity, determines the permissibility or justifies the inadmissibility of the implementation of the planned activity and determines the environmental conditions of its implementation.
It is forbidden to start the implementation of the planned activity without assessing the impact on the environment and obtaining a decision on the implementation of the planned activity.
The environmental impact assessment procedure provides for the right and opportunities of the public to participate in such a procedure, in particular at the stage of discussion of the scope of research and the level of detail of information to be included in the environmental impact assessment report, as well as at the stage of consideration by the authorized body of the submitted by the business entity environmental impact assessment report.
At the stage of public discussion of the environmental impact assessment report for at least 25 working days, the public is given the opportunity to submit any comments and suggestions to the environmental impact assessment report and the planned activity, as well as to participate in public hearings.
