"Taxation of multinationals, including tech giants, will pay for the operating costs of the public full-fibre network. " Taking "Labour will deliver free full-fibre" in its literal and true sense, that means it is free to use, no standing charge. In practice, I suspect it means it is wired up to consumers home for free, but consumer will still need to pay for it's monthly use via chosen service provider.
