In other words they may have "achieved" notional sales of £1.5m but can only take a proportion (undefined) to the p&l because the balance are conditional future revenues (and may not happen)

You have that completely wrong. JD is an establishment plant. He has no say in executive decisions that take place above his level of command. Like all establishment CEO's is job is to take the flak and deflect attention from those pulling the strings

I know exactly what that statement means.

It means they cannot get any meaningful traction themselves because they haven't got enough direct clout in the ad. world, so they're considering licensing something.
