There is lots of documentation mission or it has been omitted. There is now also suggestion that at no stage a proper FS was submitted to obtain the presidential decree as is required, only a PFS was completed and apparently it is now suggested that this PFS was copied and submitted a few weeks after the PFS under the new title of FS. Strange or exceptional to complete a bankable FS in a couple of days. A proper and professional FS was only done by Fluor and submitted last year but the decree was issued years ago.
