My understanding is that the new plan calls for a much shorter period to design and build, so it makes sense to re-nogotiate the terms. I just hope it doesn't take much longer to announce the new terms and finally start to make some progress.

The jv financing is the big thing for now.

They seem to be renegotiating rather than waiting to put the old agreement in place.

So time and result there are as long as a piece of string.
