The following table lists unplanned and planned production outages at U.S. refineries as reported by Dow Jones Newswires. The information is compiled from both official and unofficial refining sources and doesn't purport to be a comprehensive list.
Phillips 66 (PSX) on Nov. 17 said its 238,000 barrels-per-day Bayway Refinery in Linden, N.J., is expected to resume normal operations by the end of November. The facility was shut as a precaution ahead of Hurricane Sandy.
The Wood River Refinery (PSX CVE) in Roxana, Ill., said the Nov. 16 start up of distilling unit no. 2 resulted in flaring, according to a report to the Illinois Emergency Management Agency. The unit was taken out of service on Oct. 23, the company said during its 3rd quarter earnings call. A separate report to the IEMA said several process units were shut unplanned, including a hydrocracking unit, on Nov. 17. No further information was provided.
Valero Energy Corp. (VLO) on Nov. 17 said flaring at its oil refinery in Benicia, Calif., the day before had no material impact to production. The event occurred during brief, routine maintenance at the plant's hydrocracking unit.
PBF Energy's oil refinery in Delaware City, Del., on Nov. 17 experienced a release of sulfur dioxide that resulted in a period of flaring, a report to the Delaware Department of Natural Resources and Environmental Control said.
Tesoro Corp. (TSO) in a report made public on Nov. 16 notified California's Contra Coast Hazardous Materials Program of its intention to restart an unspecified process unit at its San Francisco-area oil refinery in Martinez, Calif. The filing didn't specify whether the start-up was associated with the Nov. 8 shutdown of an unspecified unit.
Phillips 66 (PSX) notified California's South Coast Air Quality Management District of its plan to flare emissions at its Los Angeles-area refinery in Wilmington between Nov. 22 and Dec. 4. The report said the flaring wasn't due to equipment breakdown; no further details were provided.
Planned maintenance has been completed at Tesoro's 120,000 barrel-a-day refinery in Anacortes, Washington, according to a Nov. 15 company statement. Unspecified units had been down for planned maintenance since Oct. 12.
Refining units are being brought back on line at the 342,000 barrel-a-day Phillips 66 refinery in Wood River, Illinois, according to traders doing business with the company. An unspecified number of units were taken off line late September and more recent issues have affected the restart of units.
A refining unit was "upset" and flaring ensued at Shell Oil Company's 327,000 barrel-a-day refinery in Deep Park, Texas, on Nov. 12, according to the U.S. National Response Center.
A Nov. 14 power outage hit the 255,000 barrel-a-day refinery owned and operated by Motiva, a Shell/Saudi Refining joint venture, in Convent, Louisiana, according to the U.S. National Response Center. An unknown amount of emission resulted, but it wasn't known which unit was affected.
An unplanned flaring event took place on Nov. 14 at Motiva's Norco, St. Charles, Louisiana 250,000 barrel-a-day refinery due to a compressor tripping off line, according to the U.S. National Response Center. The company was attempting to restart the compressor.
Hess Corp. said on Nov. 14 it has begun the process of restarting it's 70,000 barrel-a-day refinery in Port Reading, NJ., and that operations should resume by the end of the week. The refinery was shutdown on Oct. 29, ahead of Hurricane Sandy and was unable to restart because of power issues
Irving Oil said on Nov. 14 it expects it's 300,000 barrel-a-day Saint John refinery in New Brunswick, Canada to be fully operational within the week, following the completion of it's annual maintenance. The annual turnaround got underway in early September.
