An unplanned flaring event and unspecified unit shut down took place on Nov. 9, at Tesoro Corp's 165,000 barrel-a-day Martinez, Calif., refinery due to a vapor leak, according to a local government filing. No product shortages were evident, according to Tesoro spokeswoman Tina Barbee.

The unit had been down since Oct. 21, according to traders doing business with the company, but calls to Tesoro weren't returned.
Phillips 66 (PSX) on Nov. 7 said planned flaring would take place at its 140,000 barrel-a-day Carson, Calif., refinery between Nov. 10-23. The flaring isn't associated with equipment breakdown, the filing to government regulators said.

An exact restart timing isn't yet available. The company originally said the maintenance would take several weeks to be completed.

Alon USA Energy (ALJ) on Nov. 6 said it is suspending operations at its California refineries because of low demand for the asphalt produced there and the high cost of West Coast crudes. The company awaits permits to bring in lighter crude varieties from the mid-continent region and to build infrastructure, which should be done by the fourth quarter of 2013.
Marathon Petroleum Corp. (MPC) on Nov. 6 said it had restarted its newly expanded 120,000-barrel-a-day refinery in Detroit, finishing a project to increase greatly the amount of Canadian crude oil the refinery processes. Most all other units had also been brought back online and are producing finished products.

PBF Energy Inc. on Nov. 2 said its East Coast refineries in Delaware and New Jersey are operating at normal rates after having been reduced ahead of Hurricane Sandy as a precaution.
BP Plc. (BP.LN) said Oct. 31 that it is about to start a major project at its refinery in Whiting, Ind. that will temporarily halve output at the 405,000 barrel-a-day plant.
