First, I don't think there is a Block SK 664. If you mean the one on which UPL is pursuing technical studies, it's SK 334.

Second, as hoper1 points out, Shell won Offshore blocks in a licence round that started in 2021, and is seeking to advance their prospectivity. SK334 is on land

Third, the shallow water licences referenced are 500km west of SK334.

Same region, in the way that Newcastle and Exeter are both in England
