International stocks trading in New York finished Wednesday lower. The S&P/BNY Mellon index of American depositary receipts fell 0.3% to 159.61. The European index slipped 0.02% to 140.90. The Asian index declined 0.8% to 215.70. And the emerging-markets index fell 0.7% to 350.99. Only the Latin American index rose 0.6% to 186.22.

ADRs of NuCana PLC rose 17% on Wednesday after the company said the U.S. Food and Drug Administration has granted Fast Track designation to Acelarin NUC-1031, currently being evaluated in a Phase III study for the first-line treatment of patients with advanced biliary-tract cancer.

Iberdrola SA's ADRs, which trade over the counter, fell 1.4% after the company said it has halted investments in renewables projects in Spain after the country's government adopted a series of measures aimed at curbing energy bills for consumers, the company told The Wall Street Journal Wednesday.

The announcement comes just weeks after the Spanish government passed a decree that will effectively enable it to claim back 2.6 billion euros ($3.04 billion) by the end of March next year from energy companies that are profiting from soaring gas prices.

SSE PLC's ADRs, which trade over the counter, slipped 0.5% after the Scotland-based energy company said Wednesday that it has signed a deal to enter the Japanese offshore-wind market, and forecast lower adjusted earnings per share for the first half of the fiscal year.
