Some of the photo's I've seen suggest it is that easy... a 1/2" hole made with a simple hand-drill, and then all the locals crowded round with their pots and pans, and jerry-cans, collecting the "spray". These small "leaks" can remain undetected for weeks...or at least until someone lights up a cigarette..! To get pipelines attacked, sued for resultant pollution, backhanders required, then sued for backhanders, reputational damage, political uncertainties, long and vague lead times for returns? Deepwater, perhaps (and even that at a push IMHO). Anything else, Shell should invest elsewhere. If that sounds harsh, tough.
