I think you are correct. There is no chance PREM will meet the deadline, hence a lot of us in the Telegram group have sold 50% of our holdings. There will be a big opportunity in few weeks time to average down considerably.

If Stark are being paid in shares @ 0.44, they're currently under water. Good incentive for them to get the plant running to reach required targets.
