Well firstly, I expect that they would want to provide counselling for the 'person' involved to ensure that they are comfortable with their gender designation, and then gradually move on to teasing out the motivation of the attacker, without (obviously) even noticing the ethnicity of the attacker, lest it be prejudicial!
