It basically means that roll out has been much slower than expected. It is much easier to run an unquoted Public Company because in theory there is no need to announce anything at all and just a requirement to update Companies House on changes in directorship or office address. Then once a year an Annual Report with no requirement to send shareholders a copy.

I know the above from Norseman Gold PLC that still survives more than 7 years after its quote was suspended on AIM in September 2012.. Guesses are that the quote will likely be restored between 2021 and 2022.

Norseman's Chairman has taken no salary, pension, options, warrants or free shares since 2012. That at least shows a person who is trying hard in a genuine fashion despite many disasters on the way.
