Premier Oil plc ("the Company")

Application has been made to the London Stock Exchange and to the UK Listing
Authority for the listing of 83,243,074 Ordinary shares of 50p each, ranking
pari passu with the existing Ordinary shares, to the Official List.

80,057,441 shares are being issued in connection with the reduction of capital
and consolidation as detailed in the announcement dated 11 September 2003 (RNS
Number: 6753P).

The application to list the remaining 3,185,633 shares is being made to carry
forward unissued block listing shares. These shares will be allotted following
the exercise of options under the rules of the following schemes.
