THE CREATIVE EDUCATION CORPORATION PLC ("CEC" or "THE COMPANY")

22 December 2003

The Company has alloted 19,500 new ordinary shares of 1p each at a placing price
of 5p to Libra Consultants Limited ("Libra"). The allotment is in accordance
with an agreement between the Company and Libra such that an invoice from Libra
to the Company be satisfied by the issue of shares in the Company.

Application has been made for the new ordinary shares to be admitted to trading
on the Alternative Investment Market of the London Stock Exchange and dealings
are expected to commence on Tuesday 23 December 2003.

The shares will rank pari passu with existing shares in issue.
