                 ARC Risk Management Group plc (the "Company")

              Placing, Additional Listing and Directors' Holdings

ARC Risk Management Group plc, the security and risk management consultants, is
pleased to announce that it has raised #229,500 in an equity placing. The
Company has placed 22,950,000 ordinary shares of 1p each in the Company at 1p
per share with institutional and private investors. The funds raised will be
used as working capital to fund the expansion of the business.

Application will be made for the 22,950,000 new ordinary shares to be admitted
to trading on AIM. The new ordinary shares will rank pari passu with the
existing ordinary shares in issue and dealings on AIM are expected to commence
on Friday, 23 May 2003.

Following their participation in the Placing, the Company has been notified of
the new shareholdings of Chief Executive Rob Whiting and Sidebell Limited, a
company of which Chairman Simon Richards is a director and shareholder:
