                     ARC RISK MANAGEMENT GROUP PLC ("ARC")

             NEW AGREEMENT WITH QBE INTERNATIONAL INSURANCE LIMITED

The Board of ARC Risk Management Group plc, the security and risk management
consultants, is pleased to announce the agreement of a new contract with QBE
International Insurance Limited as the exclusively retained crisis management
consultant for the provision of worldwide pre-incident and response services.
QBE's Crisis Management team, which is part of its Speciality Lines Division
based in London, focuses broadly on providing Kidnap and Ransom, Sabotage and
Terrorism and Product Contamination and Recall Insurance.

Rob Whiting, ARC's Chief Executive, commented: "The Board is delighted to have
signed this agreement with QBE. It represents a significant contract for ARC and
provides a strong endorsement for our approach of pro-actively working with them
and their clients to reduce their risks. We look forward to continuing to
