Company to provide support and development for the Army’s Integrated Personnel and Pay System (IPPS-A), a web-based human resources (HR) PeopleSoft (9.2) solution

The U.S. Army’s Program Executive Office for Enterprise Information Systems (PEO EIS) has named ECS the prime awardee of an $87 million contract to provide ongoing operational support for the Integrated Personnel and Pay System-Army (IPPS-A) Project Management Office Support Services (PMOSS). IPPS-A serves both active and reserve components of the Army and will provide a centralized resource for service members and human resource professionals to better manage personnel and pay information.

Awarded as a cost-plus-fixed-fee (CPFF) contract, the IPPS-A PMOSS project has a four-year period of performance. ECS will oversee the development of new system capabilities, while providing support in the areas of project management, technical management, and lifecycle management for IPPS-A’s currently deployed systems. Support and development efforts will be coordinated to ensure that operations for the current system remain stable as new capabilities are released.

“Ensuring our service members have access to the best functionality in their systems is essential to the ECS mission,” stated Tim Wilde, senior vice president of science and engineering at ECS. “The ECS team looks forward to making this complex deployment successful, with our team of skillful engineers, architects, and acquisition professionals.”

ECS has successfully led and managed other large enterprise resource planning (ERP) deployments at the Army and the Navy. On these engagements, ECS has been recognized for its technical leadership and for employing systematic approaches that examine, rethink, and redesign mission-delivery processes to achieve dramatic improvements in performance. IPPS-A utilizes a hybrid solution using ERP software and agile development to deliver integrated personnel and pay capabilities.
