  HYDER CONSULTING PLC ("Hyder Consulting" or the "Company") pursues strategic
       acquisition strategy with Australian property consultancy purchase

Hyder Consulting Plc, the international engineering design, advisory and
specialist management consultancy, is pleased to announce the acquisition of
Jeff Moulsdale and Associates (JMA), a specialist property consultancy based in
New South Wales, Australia for an initial consideration of #0.5m payable in
cash. The total consideration payable of up to a maximum of #1m in cash depends
on profit performance over the next three years.

JMA has approximately 15 staff and provides land development consultancy
services to an impressive portfolio of property sector clients across New South
Wales. In the year ended 30 June 2003, JMA made pre-tax profits of AUS$1.1m
(#0.46m). As at 30 June 2003, JMA had net assets of AUS$1.1m (#0.46m), although
the majority of these net assets are not being acquired pursuant to the
acquisition.

JMA will strengthen Hyder Consulting's established service offering in the
Australian property sector and will increase the number of staff operating from
Hyder Consulting's Sydney office to 250.
