   Announcement on Adjustment of the On-grid Tariff for Excess Output in 2003

According to the Notice on the On-grid Tariff of Excess Output of Coal-fired
Power Plants in 2003 (Zhe Jia Shang (2003) No.372) issued by Zhejiang Provincial
Price Bureau, the on-grid tariff of excess output of the Company, that is 80% of
the output in excess of the 6000 power generation utilization hours portion in
2003, is follows: Taizhou Power Plant RMB0.205 / kWh (RMB0.20 / kWh in 2002),
Xiaoshan Power Plant RMB0.202 / kWh (RMB0.197 / kWh in 2002).  As regards the
remaining 20% of the on-grid electricity volume, that is the original
competitive bidding portion of the power market, the same shall be calculated
according to the contractual tariff of the Company owing to the suspension of
competitive bidding.
