                              Allotment of Shares

The board of Hanover announces the allotment of 352,500 Ordinary Shares to
Parkgreen Communications at a price of 12 pence per share in settlement of
#42,300 worth of fees in relation to services rendered.

Application has been made for these shares to be traded on the Alternative
Investment Market, and admission is expected on 26 February 2003.
