 Under the US$ 25,000,000,000 Euro Medium Term Note Programme (the "Programme")

conjunction with the Offering Circular dated 25 July 2007 (the "Offering
Circular") relating to the Programme as supplemented by the Offering Circular
Supplements dated 24 September 2007 and 21 November 2007.
