Another article that mentions Australia (Australians?) and Mehdiabad. It is dated Sunday 11th May 2008 (Sunday is a working day in Iran). No idea what it says but it ties in with the fact that talks to resolve the dispute have been/are going on in Dubai.

News out today. No idea if it is good or bad. The picture below shows Dr. Mohamadee, the Head of Impasco, our 50% Govt. partner in Mehdiabad. I've highlighted the word "Mehdiabad" in blue. Cannot find any references in the press to a British trade mission to Iran other than to one scheduled to take place in the Autumn. There was mention of one in the Teheran Times?/ Imidro newsletter, but no details. Nothing for it but to remain scared to death with this stock.

Below is a typical contract ceremony with an Iranian company. The man standing second from the right in the background is the Deputy Minister for Mines and Industry who cancelled all our agreements.

A company called Mobin has been mining the Oxides at Mehdiabad on behalf of IMPASCO apparently, which puts a new twist on the previous pronouncements about Mehdiabad going into production.

According to an answer given to a German shareholder, URL/UCL.AX doesn't wish to be committed to going to arbitration as the situation is "fluid" in Iran at present, despite the deadline of 31/3/08 for resolving the dispute having been passed.

It has been pointed out on www.hotcopper.com.au that no optimism is justified from the above statement that Mehdiabad is to be developed soon for the simple reason that 5 days later the company issued a statement totally devoid of any optimism that a solution will be found. So it is back to gloom, and if we are lucky we will get an announcement about going to arbitration shortly. Ugh.

News expected shortly is likely to be one of the following:

1. An announcement we are going to start arbitral proceedings (which might take 4 years to complete) against the Iranian Govt. (or against IMIDRO?)
2. We are accepting an offer to quit Iran that values us at a multiple many times that of the current mkt. cap.
3. We have reached an agreement to proceed with the development of Mehdiabad. (For anyone following the story of how strongly companies are discouraged from investing in Iran due to its unwillingness to cease enriching uranium, I presume capital is available via possible Chinese and Russian partners, who of course relish doing business in an Iran largely free of competition from Western companies?).
4. We are going bust.

Option no. 4 hopefully won't happen, although we are totally dependent for support from shareholders to keep the company alive. Hopefully Norman Lamont wouldn't have joined the Board if that was the case.

Dr. Liam Fox has recently commented "We want to see a more prosperous and free Iran take its rightful place as an important regional and global player. It is a self-serving elite who are condemning Iran to economic failure, inflation and international isolation. The people of Iran deserve so much better but it is they who must be the final arbiters of their own destiny."

And of course two thirds of the population is under the age of 30, and the Telegraph has commented that the country is ruled by apathy. So a lot of patience will be needed with this stock?

This must be the only company in the world whose share price has gone down inversely in proportion to the size of mineral discovery made!

According to Iran Daily (18.12.07) we are still negotiating over Mehdiabad.
My reading of the article below, fwiw, is that Iranian national pride would be injured if the zinc price rocketed and we had control of the mining of the ore.

On the other hand no sane investor would build such a specialised processing plant without control of the ore as the plant has no alternative use, and wouldn't even be of any use anywhere else as it will have been designed to optimise profit for Mehdiabad's unique range of ores. That is, without control of the ore there would be no guarantee you could get your investment capital back?

No one is better qualified than Norman Lamont to broker a solution: he can teach them how to tax any "excessive" profits, can't he? The power to levy punitive taxes on us if the zinc price rose too much would avoid any injured pride from having sold it off too cheaply? I expect a solution will be found.

More than 70 kinds of minerals are being extracted in Iran, observed managing director of Iran Minerals Production and Procurement Company, Ardeshir Sa'ad-Mohammadi.
In an interview with ISNA, he underlined the need to expand cooperation with overseas firms, introduce the country's mineral capacity as well as move away from conventional methods to mechanized technology.
The official noted that negotiations are underway with Australian Union Capital Ltd. on the construction of a lead and zinc factory in Mehdiabad Mine in Yazd province.
"Once the deal is finalized, the Australian side would be committed to establishing the factory and we would supply the requirements for zinc soil," he said.
Iran welcomes the participation of foreign companies in all mining projects, he added, noting that at present a number of overseas firms are involved in mining activities in Iran.
He stated that Chinese companies are also cooperating in Khamroud and Parvardeh 4 mines in Tabas, Yazd province and coke-making projects in Zarand, Kerman province.
"The Germans are active in potash mining in Khor and Bianak, Isfahan province," he noted.
"Experts from Canada and Germany cooperated with Iranian side in drawing up a plan for Angouran Mine in Zanjan province as well," he noted.
Sa'ad-Mohammadi said that in addition to improving the quality of products, ground should be created for processing minerals, increasing exports and meeting the needs of local industries.
He referred to the companies' future strategies as exploring and equipping new mines and ceding them to the private sector.
The official added that the company has so far handed over most of the coal mines and key ornamental stone mines to the private sector, adding tender announcements of seven mines were recently published in the newspapers as well.
Sa'ad Mohammadi said last year that as per the directive of Article 44 of the Constitution, Mineral Production and Procurement Company of Iran will contract the private sector to conduct all its new mining activities.

The fact the Iranians think "Big Mines" constitutionally need to be run by the Govt. and the fact they are asserting the agreements were cancelled for "non performance" reasons on our part may be the one thing that wrecks their case as far as winning an arbitral judgement in their favour is concerned. These shares are probably a punt on regime change in Iran. Regime change will happen quicker than getting an arbitral ruling in our favour, IMV. Hold and await developments (invasion? civil unrest? etc.).

Lamont has said in the past that Iran is a country in transition. Rather a nice choice of words given the usual negative headlines the country attracts (all justified of course). "Iran good news" stories aren't of interest to most people? Lamont will surely help give this company more credibility with raising money in the City (although he can't work miracles if Iran persists in building nuclear weapons). His contacts with the Anglo-Iranian something or other that lubricates trade between the two countries may help bring in new investors, even Iranian ones. Lamont is a superb choice IMO. The organisation that cancelled all but one of the agreements, IMIDRO, is to be privatised(Source www.mehrnews.com last Sunday). Not the good news it would be in other countries, perhaps, given a Chairman's statement on an annual report in Iran can begin "In the name of God..." but it is certainly not bad news. I continue to hold in the belief that sometime in the next 2 years Iran's advance to war with the West, or discontent with the economy on the part of Ahmandinejad's supporters, will result in sudden change that will bring on an improvement in the business climate and in relations with the West. No advance in the development cycle over the next 12 months could see these shares down to 1.4 cents with renewed worries about funding again. Progress - and we could 20 bag, but sod's law is if we succeed in agreeing a deal with IMIDRO, Lundin Mining will step in with an offer that will only allow us to 3 bag from curent price of 1.9 cents! Interesting times ahead.
