Issue of Debt

On January 10, 2008, MLUDI STEERS NOTES SERIES 2007-1 (the "Issuer") issued MXN
105,000,000 (equivalent to UDI 27,406,342.11) Face Amount of Certificates.
Pursuant to the Prospectus dated May 11, 2007, the Issuer will apply for the
Certificates to be admitted to the official list of the UK Listing Authority and
to trading on the London Stock Exchange plc's Gilt-Edged and Fixed Interest
Market.
