Issue of Debt

On 24th May, 2007 MLUDI STEERS NOTES SERIES 2007-1 (the "Issuer") issued
MXN800,000,000 (equivalent to UDI 208,810,225.60) Face Amount of Certificates.
Pursuant to the Prospectus dated 11th May, 2007, the Issuer will apply for the
Certificates to be admitted to the official list of the UK Listing Authority and
to trading on the London Stock Exchange plc's Gilt-Edged and Fixed Interest
Market.
